Well I dunno, I always see lots of GWAMMs running around, but maybe thas also because only a lot of hardcore players have remained.

I would say this is mostly due to the considerable time people have spent getting them. I would say also a casual player who plays maybe an hour or two per night will struggle to get GWAMM unless they have played the game over a period of years. Some titles do cost a small fortune as well.

People still aren't realizing that PvP titles don't go in the HoM at max. They contribute nothing after r3/r8 (title dependent) other than another max title for GWAMM.
Because of this, I think GWAMM is the "highest" achievable title that can be displayed via the Hall of Monuments. r3 Champ is probably harder, but it's not displayable as "max."
There might be (read: should be) higher rewards for Champ than Kurzick, or even a title that requires max to display but isn't exactly difficult, like Sweet Tooth. But GWAMM is, perhaps not legitimately, going to be the highest thing you can get.
Minis are much the same. Shiro is not even close to Kanaxai, but I do think it should be split by item rarity, not actual supply/demand.
Armors are the most legitimate shrine, since they're all in the same basic range. Obby will be highest, Vabbian and a few other high-cost ones next, etc. Maybe 3 levels will be represented.

I'm thinking people are reading WAAAAAY too much in the limited amount of information given. The only "uber-achievements" I can see ANet rewarding players for is maybe completing the elite content, ie The Deep, Urggoz Warren, DoA, and Slaver's.
Or, perhaps acquiring as many trophies for your Hall as are possible. Or, maxing those titles that give you a trophy without maxing the title (Luxon/Kurzick).
I've not read aything that suggested there was a requirement of obtaining FoW Armor for your character, just a requirement of obtaining 5 elite armor sets.
